On October 18, 2009, the Defendant operated the said car at the Chife Police Station of Silung Police Station of Silung Police Station on October 15, 2009, although the Defendant was prohibited from operating a vehicle on the road which was not covered by mandatory insurance pursuant to Article 8 (Prohibition of Operation) of the Guarantee of Automobile Accident Compensation Act.
