The defendant is the head of the CTrade Union Education Office under the B Federation.

On February 14:10 on February 23, 2013, the Defendant participated in the “B-5 Emergency Stacks pending issues and the 10th task resolution unit,” which was hosted by the BY at the Dondong-gu Seoul Central Labor Relations Commission, Jung-gu, Seoul.

From around 15:45 of the same day, the Defendant, along with approximately 3,50 participants in the above assembly, was traveling along the route of the Bank of Korea through the sublime funeral, using two lanes from the square in Seoul Station to two lanes. At around 16:30 of the same day, the Defendant occupied approximately 2,50 participants in the above assembly at around 16:30 of the same day, and obstructed the traffic of the vehicle by holding an assembly on the road, by holding the assembly on the road, by going through going to the outside of the letter rescue, etc. by not later than 17:36 of the same day.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
