The Plaintiffs indicated in the list of “the Plaintiff’s fishing vessel registration and fishery permit status list” annexed to the status of the parties are small fishermen engaged in various coastal fisheries while residing in the port area in the Taean-gun, Chungcheongnam-gun, Chungcheongnam-do. The Defendant Agency for Defense Development (hereinafter “Defendant Research Institute”) is a special law established pursuant to the Act on the Agency for Defense Development, which is in charge of technical research, development, and testing of weapons, equipment, and materials necessary for national defense, and investigation, research, and test of science and technology related thereto, and the Defendant Republic of Korea supervises the aforementioned Agency’s purpose of business through the Administrator of the Defense Acquisition Program Administration, who is the administrative agency

B. In around 1978, the Minister of National Defense, an administrative agency affiliated with the Defendant Republic of Korea, established a maritime test shooting range(s) and No. 1 marine shooting range(s) for the test shooting of guns, ammunition (s) and No. 2 (s) for the test shooting (s) (s) around 1978, as shown in the [Attachment 13K], in the Gananan-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun-gun, the Minister of National Defense established a three-sea shooting range for the test shooting of leading weapons (s) around 1981. Around 198, the Minister of National Defense established a four-sea shooting range (s) for the test shooting of firearms (s) around 194 and around 65m for the test shooting of guns (s).

(2) The court below held that the military installations protection area was expanded by the Ministry of National Defense on December 15, 1989, and the military installations protection area was adjusted by 2464-3478 on October 20, 200 by the Ministry of National Defense on May 1, 197, and the military installations protection area was expanded by 3738-188 of the Army 2162 military unit operations on October 200.
