1. The Defendant in violation of the Act on Special Cases Concerning the Settlement of Traffic Accidents is a person engaging in driving a rocketing car.

On June 8, 2013, the Defendant driven the said car on June 03:25, 2013, and led to a four-lane road in front of the Yansan Elementary School located in the Sinsan-gu, Seoyang-gu, Sinyang-si, Sinsan-do, to drive the said car at a speed of about 60km from the direction of the city to the middle-speed.
