On September 10, 2013, at around 02:30 on September 10, 2013, the Defendant driven a C SPP car and proceeded ahead of the Central Community Center at the speed of about 60 km per hour according to one way between the two-lanes of speed in the front of the Central Community Center in Incheon-si.
