1. The defendant is a person who is engaged in the business of driving Category C cargo vehicles;

2. Around 14:30 on May 18, 2014, the Defendant driving the said vehicle without obtaining a driver’s license from a section of about 500 meters from the front day of the Wangsan Bathing Beach, Jung-gu, Incheon, to the road indicated in the preceding port.
