The Defendant is operating an international marriage broker in Seo-gu C and 3 with the trade name "D".

An international marriage broker shall prepare personal information, such as marriage experience, health conditions, occupation, and criminal records, from a user who has entered into a contract for marriage brokerage and the other party to marriage brokerage in a language understandable by the user and the other party, provide certified personal information from a notary public, and arrange for a meeting where both the user and the other party agree in writing to the meeting.

Nevertheless, on February 20, 2013, the Defendant, an employee of E, entered into an international marriage brokerage contract with F international marriage users, and did not provide in writing personal information on the other female in Vietnam at the local transfer office located in Vietnam Minh, on April 9, 2013.

No international marriage broker shall, in arranging marriages, introduce two or more other parties simultaneously or in succession to two or more users at the same date or at the same place.

Nevertheless, on April 8, 2013, the Defendant introduced 20 local women of Vietnam to F of the above international marriage users on the same day and 3-4 at the same place on the same day.
