No one shall cover a registration number plate of an automobile nor make it illegible.

Nevertheless, around 02:00 on July 18, 2014, the Defendant attached a vinyl on the front number plate of Dgallon vehicle C owned by C in front of Gwangjin-gu Seoul Special Metropolitan City, and made it difficult to identify the registration number plate intentionally.
