The defendant shall not threaten or endanger others, or cause danger to traffic by continuing to commit any act prescribed by the Road Traffic Act, while the driver of any motor vehicle shall not threaten or endanger others, by continuing or repeatedly committing any act as prescribed by the Road Traffic Act.

On October 21, 2019, at around 10:43, the Defendant committed an act of violating speed, speed change, and overtaking method from around 10:48 on the same day to 21.0km in the direction of the airport of the Incheon International Airport Highway located in Seogpo-dong, Incheon, Seogpo-dong, Incheon, to the direction of the airport of the Incheon International Airport Airport at around 10:48 on the same day.
