The number of detention days prior to the pronouncement of this judgment is 59 days against the Defendants.

Defendant

F is the chairperson of the enforcement of the HK, who is a federation of various social organizations with inventive step (hereinafter referred to as “HK”), and is a person working as the joint chairperson of the HS (hereinafter referred to as “the HS”). Defendant CE is the director of the organization bureau of “HK” and is a person working as the director of the joint situation office of “the HS”;

1. On March 28, 2006, the HS shall have 270 or more social organizations, such as ISO, HK, IT, IT, BV, LE (hereinafter “LE”), EU Party, CP, and ME, and shall have an office in the Seoul Yeongdeungpo-gu Seoul Metropolitan Government MF Building to oppose and block the Free Trade Agreement with the U.S. being promoted by the Government, and shall jointly represent the representatives, etc. of each participating organization, and the Secretary-General, etc. shall be the joint executive chairman, and the head of the joint situation office and the head of the organization shall be the executive group in charge of the working group. The organization organized by the HS shall have 16 subcommittees, such as agriculture, livestock, public service, health and medical care, etc. - Various assemblies organized by the HS shall have 16 subcommittees at the meeting of the executive committee led by the Defendant F, the joint executive chairman, present the above agenda at the meeting of the joint representative, present at the meeting of the Council, the number of participants, equipment mobilization, and the cost of the representatives, etc.

A. The Defendants did not report an assembly in collusion with the CA (the Joint Representatives of the HS, the ISO, the HK Standing Representatives), HV (the Joint Representatives of the HS, the LE Chairman, the Secretary General, the MG (the Director General of the HS), etc., and did not report an assembly in order to avoid the second negotiation of the Korea-U.S. FTA on July 2006, in order to prevent the second negotiation of the Korea-U.S. FTA, the second negotiation period of the Korea-U.S. FTA, before the Board of Audit and Inspection.
