On September 16, 2013, the Defendant, without obtaining a driver's license at around 07:20 on September 16, 2013, driven CM5 car at approximately 15 km in the vicinity of the 5th apartment complex located in the Sungwon-dong, Sungnam-gu, Sungnam-dong.
