Reasons

1. On April 23, 1994, around 06:34 on April 23, 1994, the penal provisions applied to a summary order subject to review on April 23, 1994, by the employees of the defendant, lose its retroactive effect according to the Constitutional Court’s decision of unconstitutionality, and thus, the defendant is acquitted under the former part of Article 325
