Defendant

B is a registered titleholder of the vehicle.

No one shall cover a registration number plate intentionally or make it illegible, and such a motor vehicle shall not be operated.

Nevertheless, at around 14:47 on January 5, 2014, the Defendant parked B vehicles in order to keep the banner "C" on front of the 1048 Han Bank, a light-ro 1048, in front of the vehicle, while posting it on the front of the vehicle. On the front of the vehicle in order to avoid the control of the vehicle parked, the Defendant was able to identify the registration number plate "D" among the registration number numbers kept in a stuff tape after having 1/4 of the size of the A4 page at the front of the vehicle to avoid the control of the vehicle parked.
