Reasons

1. Details of the disposition;

A. 1) The Plaintiff, a corporation, which is established pursuant to the Korea Gas Corporation Act and engages in the development, export, and import, etc. of natural gas, is LNG “LNG” (hereinafter referred to as “LNG”) in the So-gu Busan Metropolitan City, Sampo-gu.

) 생산기지를 건설할 계획을 세우고 2009. 3. 30. 강원도지사에게 LNG 생산기지 조성과 항만시설 건설공사를 내용으로 하는 ’호산 일반산업단지 개발계획‘의 승인을 신청하였다. 강원도지사는 2010. 3. 18. 호산 일반산업단지 개발계획을 승인하였다. 2) 원고는 2010. 6. 24. 동해지방해양항만청장에 구 항로표지법(2013. 3. 23. 법률 제11690호로 개정되기 전의 것) 제5조 제4항에 근거하여 사설항로표지인 공사용 등부표(工事用 燈浮標) 2기의 설치허가를 신청하였다

3) On March 4, 2014, the Plaintiff was wholly amended by the former Navigational Aids Act (wholly amended by Act No. 15009, Oct. 31, 2017; hereinafter the same shall apply) to the head of the regional maritime port and port office in the East Sea.

On April 3, 2014, the head of the East Sea and Port Office filed an application for installation of one navigational aid signal sent to induce the safe navigation of the vessel in terms of the ea Bertherer 2, signalless signal signal sign, inside, or wind, with the installation permission of two unmanned lights and one radars, and the installation permission of one navigational aid signal sent to the head of the East Sea and Port Office on April 3, 2014.

The head of the East Sea and Port Office shall install each of the above navigational aids around that time.
