The defendant is a person who works as an employee at the restaurant of C members located in Jincheon-gun, Jincheon-gun, Chungcheongnam-gun.

A person who intends to divert farmland shall obtain permission from the Minister of Agriculture and Forestry.

Nevertheless, the Defendant, without having obtained permission for diversion of farmland, installed one plastic house in the dry field owned by the Defendant (a total area of 1,395 square meters) located from the beginning of June 2017 to August 2018, and constructed one unit of a temporary building within the said place, and installed one unit of a temporary building in the said plastic house.

Accordingly, the defendant diverted farmland without obtaining permission from the head of the food department of agriculture and forestry.
