A shall be punished by a fine for negligence of KRW 700,00, and by a fine of KRW 900,000.

The above fines are imposed by the Defendants.

Defendant

A was elected as a candidate for the head of the Gu to which the F Party belongs at the 6th nationwide local election conducted on June 4, 2014, and Defendant B was a person who was in charge of accounting of Defendant A.

1. Except as otherwise provided for in the Public Official Election Act, no election campaign shall be carried out by propaganda facilities and tools or various printed matters, broadcasting, newspapers, news communications, magazines, other publications, campaign meetings, debate meetings, native folks meetings, alumni meetings, neighbors' meetings, other assemblies, information and communications, the establishment of an election campaign organization or private organization, door-to-door visits and other methods prior to the election campaign period of Defendant A

On April 2014, the Defendant, a kind of meeting similar to the one in which electors and electors freely express their opinions on policy issues and received them, was trying to inform them of themselves and to deliver their opinions to electors with influence.

On April 2, 2014, at around 14:00, the Defendant gathered about 15 persons related to G-gu parents’ organizations in Seoul, and carried out an election campaign by attending a meeting under the name of “pre-candidateting with G-gu parents” and providing his/her opinion on the establishment of J University’s colleges and the addition of pre-stigious high schools, etc., on three occasions prior to the election campaign period, as indicated in attached Table (1) of the List of Crimes, the Defendant, as indicated in attached Table (1) of the List of Crimes, carried out an election campaign by promoting himself/herself, jointly with the electorates, prior to the election campaign period.

2. No person shall offer, express an intention to offer, or express an intention to offer money, goods, or other benefits, or receive any promise, instruction, solicitation, mediation, or demand to offer them in connection with the election campaign regardless of the pretext of the expenses, actual expenses, other compensation for volunteers, except for cases where he provides actual expenses, other benefits

and reporting to the competent election commission.
