On March 2, 2013, the Defendant: (a) around 3.3 meters wide-breadth roads in Gyeonggi-gun C owned by the Defendant; (b) on the ground that D and E, etc. residing in the vicinity of the said road are engaged in development activities with a building permit obtained without obtaining approval for the use of the said road; (c) in order to prevent traffic of the said D and other unspecified persons, such as D and E, by installing a steel fence of about 1.2 meters in height and about 17 meters in length at the middle part of the said current status; and (d) obstructed traffic of many and unspecified persons, including D and E.
