1. Any person who violates the Sanitary Control of Livestock Products shall slaughter and treat livestock at a place of work permitted by the competent authority pursuant to the Enforcement Rule of the Sanitary Control of Livestock Products Act;

A. In September 2014, the Defendant: (a) requested a horse slaughterhouse operator E to slaughter a horse raised by the Defendant at a farm run by the Defendant in the Jeju-si, Inc.; (b) accepted the request; and (c) around that time, Party E slaughtered one horse using a net knife and a knife in the dry field near the farm; (d) then, the Defendant buried the nife in the farm. The Defendant buried the nife in the farm.

Accordingly, the defendant, in collusion with E, slaughtered and treated 1 math, livestock at a place other than a place of work permitted by the competent authorities.

B. In the same place as before December 2014, the Defendant: (a) requested the slaughter of one marin at the horse raised by the Defendant as in the preceding paragraph; (b) Party E slaughtered one marin at the same method as in the preceding paragraph; (c) performed the slaughter of one marin at the end; and (d) buried in the farm by the Defendant.

Accordingly, the defendant, in collusion with E, slaughtered and treated 1 math, livestock at a place other than a place of work permitted by the competent authorities.

2. Any person who intends to operate a business, such as manufacturing, processing, or selling food or food additives, shall file a report with the competent authority under the conditions as prescribed by the Enforcement Decree of the Food Sanitation Act;
