The defendant is the president of the C University located in Busan Seo-gu, which is an employer who operates educational service business by employing 2,603 workers at regular times.

A workplace in which not less than 30 workers are ordinarily employed shall have a grievance handling committee to hear and handle workers' grievances.

Nevertheless, the Defendant did not appoint a grievance handling member to the pertinent C University from August 1, 2016 to December 4, 2018.
