B filed a complaint for embezzlement as follows: (a) while having paid KRW 7 million and operated a vehicle with KRW 4 million by means of fraud with Defendant A’s A’s license; (b) having lent KRW 300,000 to D during the operation of the vehicle, it was not returned after the lapse of the period; and (c) having not been returned.

B In order to find a vehicle as a result of the complaint filed by embezzlement of D, but the vehicle was not returned, B was trying to make a false vehicle theft report by abusing the fact that a vehicle can be promptly recovered if the vehicle was transferred to the police by making a vehicle theft report in order to find the vehicle with Defendant A.

around 13:00 on August 9, 2013, the Defendants reported the vehicle theft to G police officers belonging to the Gu Government Police Station E, which read, “A (the age of 22)’s father-owned side-owned at H on the front of the Ha Government-Si, Hah-si, from August 9, 2013 to 12:30, the Defendants: (a) parked the Mari-ri Franc in the front of the Hah Government-si; and (b) parked the Mari-ri Franc in the state where they walked the Dong.”

However, in fact, although the Defendants did not have any theft of the above Liber vehicles, the Defendants got in advance and had no driver’s license. As the Defendants driven a vehicle by Defendant B, they reported the theft of the vehicle by printing the place where there was no CCTV in the Gu government-si, the wife of the Defendant A’s residence, in which the CCTV was located.

Accordingly, the police officer G had the police officer G prepare a theft occurrence report and an application form for computer processing of a hand-on vehicle, and then had the police officer enter the said vehicle into a false fact with stolen facts in the computer system of the police vehicle, allowing the police officer to double the number of stolen vehicles across the country and search the hand-on vehicle to be subject to criminal punishment.
