At around 01:00 on February 6, 2012, the Defendant presented the “report on detection of a driver during the period of suspension of driver’s license” to the Defendant, which verified that F’s license for a motorcycle was suspended, under the suspension of driving a motorcycle license, and stated “F” on the driver’s name column under the phrase “F” in the above detection report stating that the above contents are inconsistent with the facts and affixed a signature and seal,” and forged the F’s personal seal on the back of the name of the Defendant for the purpose of exercising the license.
