The Defendant is the president of the 11th National University C, the 47th National University at B (hereinafter referred to as “B”).

From November 14, 2015, the headquarters for the strike of the general public, consisting of 53 citizens and social organizations, including the president-general, was planned to hold a prior assembly at each of five teams, such as labor (Seoul square), farmers (Seoul Pyeongro), citizens (university-ro parks), young people (university-ro parks), and young people (university-role squares parks) from around 13:00 on the same day, and to proceed with the "the general public public public public public contest on the Malibol", which is the first assembly notified of the prohibition by gathering at around 16:00 of the same day.

At around 14:00 on November 14, 2015, the Defendant participated in an assembly of “G” organized by E (representativeF) in front of the Park, and followed up to the entrance of the Defendant, by combining with the following: (a) the participants of the above assembly with the 2,000 participants in the assembly; (b) the historical couria, the investigation of the historical couria, the Sewol ferry, the identification of the situation of the pan-resident defense; and (c) the pan-resident defense.

Since then, the Defendant, along with the above participants in the assembly from 17:00 to 18:00 of the same day, moved along a two-way lane at the entrance of the same day. From 18:00 to 20:30 of the Seoul Jongno-gu, the Defendant moved along the two-way lane to the two-way intersection, moving along the two-way lane from 18:0 to 20:30, while driving along the two-way lane from 20:30 of the same day to 22:09.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
