Defendant A was in charge of affairs related to the overall election campaign, including the management of N's election funds elected by entering the 5th nationwide local elections implemented on June 2, 2010 (hereinafter referred to as "instant local elections") as a candidate for the head of a Si/Gun, and Defendant B, C, D, E, F, G, H, I, J, K, and L were in charge of non-registered election campaign.

No person shall provide or receive money, goods, or other benefits in connection with an election campaign regardless of the pretext, such as actual expenses, other compensation for volunteers, except where he/she provides or receives actual expenses or other benefits under the Public Official Election Act.

In spite of that fact,

1. On May 3, 2010, the Defendant: (a) recruited ten unregistered election campaigners, including C, from May 20 to May 1, 2010; (b) provided seven books and seven telephone numbers, etc. installed on the rooftop of the N candidate election campaign office located in Part X located in the previous BW X building; and (c) provided the electors in the relevant military from May 20, 2010 to June 1, 2010 to request the support of N candidates by telephone; and (d) around June 3, 2010, the Defendant paid KRW 10,000,000,000,000,000 as indicated in the attached list of crimes, to the 111 persons, such as B and C, who were used by the Defendant.

Accordingly, the defendant provided 11 million won in total to 11 persons such as B and C in relation to the election campaign.

2. On May 3, 2010, Defendant B recruited unregistered election campaign workers, including C, from Police Officers, and instructed them to request N candidates to support by the aforementioned means, and carried out an election campaign by requesting N candidates support from May 20, 2010 to June 1, 2010 to the electors in the forest room group by telephone call, and the former bank in the name of Y used by A around June 3, 2010.
