On January 10, 2013, the Defendant: (a) around 10:00 on January 10, 2013, in order to avoid the crackdown on illegal parking control camera in front of his house in Yeongdeungpo-gu Seoul, Yeongdeungpo-gu, Seoul; (b) attached a blue tape to his own car; and (c) operated the above cargo vehicle to the street of 808-497, Seoul Special Metropolitan City, Nowon-gu, and made it difficult to identify the registration license plate.
