1. The Defendant is a person who is engaged in driving a rocketing car in violation of the Act on the Aggravated Punishment, etc. of Specific Crimes (hereinafter referred to as “Aggravated Punishment, etc.”) and the Road Traffic Act (after an accident).

On April 3, 2017, at around 11:30, the Defendant, at around 229, proceeded along the three-lanes in front of the entrance of the subway No. 7, the subway water station located in Busan East-gu, Busan-do, 229, along the one-lane, which is the exclusive line for left-hand turn from the open-dong bank to the open-way tunnel. The Defendant changed the lanes to the two-lanes for right-hand turn.

Violation of the Road Traffic Act (Non-licensed Driving) driving of the said rocketing car without obtaining a driver’s license from the front road of about 10km section from the front road of the road to the front road of the 7 km adjacent to the above waterside, which is located at the address of the Southern-gu Busan Metropolitan City (Seoul Metropolitan City) at the time indicated in paragraph 1 of this Article.
