A around December 15, 2014, he/she is appointed as the secretary general of C-Do Office (Grade IV in extraordinary local service) and was in charge of assisting C-Do Governor in overall C-Do affairs, such as personnel affairs, organization, and budget. Defendant B is a person in charge of C-Do planning and budget planning and budget planning officers of C-Do from January 2014 to July 2015, and C is a person in charge of C-Do’s budget compilation and management, etc. from October 2, 2014 to July 26, 2016, and D is a person in charge of job-related local subsidy business operators, grant local subsidies, supervision, etc.
