The Defendants did not pay the above fine.

[Attachment] Defendant A is a person working as the head of a post office, who is a separate post office located in Gangwon-gu, and Defendant B is the representative of the (ju)G promoting F business (hereinafter “instant business”) on the daily plot of 51,755 square meters outside Gangwon-won E and six parcels of land.

A promised to receive economic benefits, such as leasing and operating the store at the instant place of business, if the instant project promoted by Defendant B is invited to attract the instant project on the land outside Gangwon E, and then, the instant project was promoted to the residents of the instant project and obtained the resident’s consent to attracting the instant project directly from the residents.

On the other hand, for the attraction of the instant project, the signature and seal signed by the residents of the Gangwon-do to I around October 22, 2018 was submitted to I. After the instant project proposal was submitted to I on October 23, 2018, the I Council held a simple conference about the instant project implementation plan according to the instant project proposal on October 29, 2018, but the said simple conference was determined as a "re-examination" by the said simple conference.

After that, around October 30, 2018, I issued a written consent to the agreement to attract the project of this case. When the Defendants become aware that not only the project consent of the basic local government but also the resolution to approve the project of this case is essential in the process, the Defendants conspired to provide the Chairperson J and K who explicitly presented the review opinion on the project of this case at the International Council Council conference held around October 29, 2018, with money and valuables provided to the Chairperson J and K who proposed the review opinion on the project of this case, and then to request the I Council to make a vote on the approval of the project of this case.

Accordingly, Defendant B is from the Suhyup account (Account Number: L) in his name at around 10:46 on November 4, 2018.
