Defendant shall be punished by a fine of KRW 3,000,000.
When the defendant does not pay the above fine, 100,000 won.
Punishment of the crime
No person shall recommend, arrange, mediate, or advertise a contract for the provision of telecommunications services necessary for the use of a mobile communications terminal device on condition that he/she provides or lends funds.
A. Nevertheless, on June 30, 2015, the Defendant in collusion with B, at the mobile phone sales store of “D” located in the Daejeon Jung-gu Seoul Building No. 104 on June 30, 2015, the Defendant would offer KRW 500,000 per week by opening a mobile phone to E who requires money.
“Along with the submission of identification cards, etc. from E, the E-based mobile phone opening communications agency document was prepared and sent to the agency of the mobile communications company, and made it possible to enter into a contract to use the telecommunications service for two mobile phones (F and G) in the name of E.
Accordingly, the defendant, in collusion with B, mediated the contract on the provision of telecommunications services necessary for the use of mobile communication terminal devices.
B. Nevertheless, the Defendant, in collusion with B on July 2, 2015, provided that “D” requires money, 500,000 won per week by opening a mobile phone to H who is in need of money.
“Along with the submission of identification cards, etc. from H, he/she prepared the documents of the General Communication Agency in the name of H using the said documents and sent them to the agency of the mobile communications company to enter into a contract for the use of telecommunications services to two mobile phones (I and J) in the name of H.
Accordingly, the defendant, in collusion with B, mediated the contract on the provision of telecommunications services necessary for the use of mobile communication terminal devices.

Nevertheless, on July 21, 2015, the Defendant in collusion with B, at the mobile phone sales store of “D” in the Jung-gu Daejeon District Office No. 104, Daejeon, Daejeon, in collusion with B, the Defendant would offer KRW 500,000 per week for opening a mobile phone.
“The identification card, etc. from K is submitted, and the name of K is used.
