1. Determination as to the cause of claim
A. The Board of Audit and Inspection, under the Plaintiff’s assertion, promised to grant a reward to the public when reporting the corruption of public institutions.
Therefore, the plaintiff is expected to receive monetary rewards and reported the corruption of the Ministry of Health and Welfare, which is a public institution, to the Board of Audit and Inspection.
However, the Board of Audit and Inspection has not yet paid a monetary reward of KRW 200 million to the plaintiff.
Therefore, the defendant is obliged to pay a monetary reward of KRW 200 million and damages for delay to the plaintiff.
B. First of all, the burden of proving that the person himself/herself constitutes the subject of a monetary reward is the Plaintiff claiming this.
However, even after examining all the data submitted by the Plaintiff, it is difficult to recognize that the Plaintiff has any right to receive a monetary reward against the Defendant.
Therefore, the plaintiff's assertion cannot be accepted.
2. In conclusion, the plaintiff's claim is dismissed as it is without merit. It is so decided as per Disposition.
