1. In around 2011, the Defendant had the custody of C’s certificate of personal seal impression received in the process of purchasing the LPG car for the disabled under C’s name, and attempted to purchase and operate the vehicle under C’s name.

On October 18, 2013, the Defendant: (a) stated in the name column of the transferee of the vehicle transfer certificate, “C”, “D” in the resident registration number column, “Seoul City Gangdong-gu E” in the address column, “Seoul City E” in the model and name column; and (b) stated “C’s name on October 18, 2013” in the sale date column; and (c) stated in the transferee column and affixed C’s seal thereto.

Accordingly, for the purpose of exercising authority, the Defendant forged a motor vehicle transfer certificate in the name of C, which is a private document on rights and obligations.

B. On October 25, 2013, the Defendant entered the same administrative agent in the name column of the owner of a new motor vehicle registration application “C”, “D” in the resident registration number column, “Seoul Gangdong-gu E” in the address column and “F” in the cell phone number column, and stated “C” in the name column of the delegating part of the lower end, and affixed the seal of “C” next to that.

Accordingly, for the purpose of exercising authority, the Defendant forged a letter of delegation of application for new registration of automobiles in the name of C, which is a private document on rights and duties.

2. On October 25, 2013, the Defendant: (a) submitted to an employee of the pertinent vehicle registration office, who knows of the forgery, a new application form for registration of automobiles in the name of Speaker C in the vehicle registration office located at the Government-si; and (b) submitted each of the above facts as if they were duly constituted, through an administrative agency that knows the forgery.
