1. Basic facts
A. On June 10, 2005, the Minister of Construction and Transportation designated and publicly announced a housing site development plan as a planned area for the housing site development project (hereinafter “instant housing site development project”) with the daily Fran-gu Fran-si 586,835 square meters in Ansan-si as a planned area.
B. The Korea National Housing Corporation (the defendant comprehensively succeeded to the rights and obligations of the Korea National Housing Corporation on October 1, 2009; hereinafter "the defendant") announced the compensation plan for the said project on March 20, 2006 as the project implementer of the housing site development project of this case, and decided to specially supply the land for detached houses to be developed in the project district to the persons selected as those subject to relocation measures as part of the relocation measures for those who would lose their base of livelihood due to the expropriation of the housing, land, etc. as the housing site development project of this case was incorporated into the housing site development project of this case, and announced the establishment and implementation of relocation and livelihood measures around October 19, 207.

The Defendant, referring to the above announcement and the internal sale regulations, divided the general supply site and the relocation plan site into separate sites and calculated each site development cost. In fact, the costs for the items anticipated as the cost for the installation of basic living facilities out of the actual project costs, such as the site cost, development cost, and infrastructure installation cost, were allocated in proportion to the area of each site for the general supply site and the relocation plan. The project cost of KRW 24,623,842,00 for the project cost required for the relocation site was 12,988.6m2,988m2 of the project area for the relocation housing site (i.e., the final disposal area of KRW 302,041.6m2,04 - the general housing site area of KRW 289,05,804 per square meter and calculated the cost for the creation of the housing site by referring to the internal guidelines (Evidence No. 6) on the calculation and disclosure of the cost for the creation of the housing site and referring to the amount of KRW 1,802.
