The defendant is the president of the C Urban Environment Improvement Association that implements a rearrangement project in the Namyang-si B.

A project implementer (in cases of a partnership, the partnership's executives) shall concurrently disclose documents, such as the details of deposits and withdrawals of monthly funds for the implementation of an improvement project, and related data, along with the Internet and other methods, within 15 days from the date on which such documents and data are prepared or changed.

Nevertheless, the Defendant, on July 2019, prepared a detailed statement of the deposit and withdrawal of funds for each of June 2019 by the first police officers union, but did not disclose the said data to its members, etc. on the Internet without justifiable grounds within 15 days therefrom.
