On the final outlet of the P Sewage treatment plant and Q Sewage treatment plant, which is a public sewage treatment facility of the headquarters of the Korea Water Resources Corporation in the OO regional headquarters of the Korea Water Resources Corporation, a water quality automatic measuring device (TM) to automatically measure the concentration of water pollutants in the discharged sewage, such as the daily oxygen demand (BOD), the chemical oxygen demand (COD), the total quantity (T-P), etc. of discharged sewage, and automatically measure the concentration of water pollutants contained in the discharged sewage, and automatically transmit the measurement value for each time to the Control Center of the Korea Water Resources Corporation, the Ministry of Environment, the Ministry of Environment, the Ministry of Environment, the regional headquarters of the South-west Regional Headquarters, considers the measurement value transmitted as above, as the concentration of water pollutants among sewage discharged from each sewage treatment plant, and then uses it as data to determine whether the measured value exceeds the permissible level.

2. Defendant B is a person in charge of the Tms contract for the Tms contract for the above QM sewage treatment plant in S, and sewage exceeding the disposal capacity.
