A. The Plaintiffs are, under the jurisdiction of the Ministry of Land, Transport and Maritime Affairs of the Republic of Korea, special judicial police officers in each local railroad, the special judicial police officer in each local railroad, or the Railroad Police Center.

B. The Plaintiffs worked as a “person who is institutionalized due to the characteristics of the duties to respond immediately when an emergency situation occurs while taking charge of transferring criminal cases in the railroad facilities and trains, maintaining order in the railroad area, preventing crimes, and preventing counter-terrorism in the jurisdiction.”

C. The Plaintiffs worked in excess of their duties at each Railroad Police Team or Railroad Police Center as follows:

A day shall be divided into two groups: 09: 24 hours a day from 09:0 to 00 the next day; 24 hours a month; (i) approximately 360 hours a month (=24 hours x 30/2); (ii) more than 176 hours a month average working hours (average 22 hours a month; 8 hours a day x 22 days) of public officials; (iii) more than 360 hours a day; (iv) more than 20 hours a month; (v) 20 hours a day from 0: 20 hours a day to 09: 00 a day; and (v) 2 hours a day from 20 hours a month to 36 hours a day a day a day a day is divided into three; (v) 2 hours a day from 09: 00 to 00 a day; (v) 2 days a month to 240 hours a month; and (v) 3 hours a day from 240 to 36 hours a day a day a public official;
