1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
1. (i) The Plaintiff entered the Army on April 2, 1986 and was discharged from military service on October 13, 198.
B. The Plaintiff was recognized as a person of distinguished service to the State (L4-5-S1) at the 187th Veterans Council in 2010 ( September 9, 2010). However, the Plaintiff was determined as a person of distinguished service to the State (L4-5-S1) in a physical examination conducted around that time, and was not registered as a person of distinguished service to the State (or a person of distinguished service to the State).
Article 2(1) of the Act on the Honorable Treatment of Persons of Distinguished Service to the State (L4-5-S1) is not a person who has rendered distinguished service to the State (L4-5-S1) but a person eligible for veteran’s compensation (accidentd in the line of duty) at the 199 Veterans’ Council (hereinafter “19 Veterans’ Council”) in August 22, 2013.
Applicant on January 7, 2016, the Plaintiff applied for a physical examination for re-verification on “protruding escape certificates (L4-5-S1)” but was determined to fall short of the grading standards in the physical examination conducted on June 27, 2016.
(v) Accordingly, on October 4, 2016, the Defendant rendered the instant disposition to the Plaintiff, which notified the Plaintiff of the decision corresponding to the person eligible for veteran’s compensation (hereinafter “the instant disposition”).

According to Article 6-4 of the Act on the Honorable Treatment and Support of Persons, etc. of Distinguished Service to the State, which is applied mutatis mutandis pursuant to Article 6 of the Act on Support for Persons Eligible for Veteran’s Compensation, and Article 14 and attached Table 3 of the Enforcement Decree of the same Act, and Article 8-3 and attached Table 4 of the Enforcement Rule of the same Act, the disability rating 7 Grade 6109 is recognized as “persons who have a minor functional disorder or a modified disorder in spine.” In order to fall under class 7 Grade 6109, the lowest disability rating due to the escape certificate of post signboards, there is a obvious recurrence of opinions from special prosecutors (CT, MRI), and there is a self-proving of abnormal radiation, and there is a training opinion through an irregular test.”
