The Defendant is a holder of CTXG vans.

No owner of any motor vehicle shall operate any motor vehicle on a road which is not covered by mandatory insurance.

Nevertheless, at around 12:00 on April 11, 2014, the Defendant operated the said T-XG car, which was not covered by mandatory insurance on the roads before Samsung Service Center, Young-dong, Young-dong, Samsung-dong.
