For the reasons indicated in its reasoning, the lower court upheld the first instance judgment that acquitted the Defendants on the ground that the facts charged in the instant case constituted a case where there is no proof of crime.

In light of the record, the lower court did not exhaust all necessary deliberations on the aforementioned judgment, and did not err by misapprehending the rules of evidence, or by misapprehending the legal doctrine on the causal relationship with the negligence in the course of engaging in the conduct of duties and negligence.

Therefore, all appeals are dismissed. It is so decided as per Disposition by the assent of all participating Justices on the bench.
