The owners of land, persons concerned, and other persons who do not include landowners or persons concerned, but hold rights to the land to be expropriated or used or goods thereon shall deliver or transfer such land or goods to the project executor by no later than the commencement date of expropriation or use.

While the Defendant was operating a chemical in the name of “F” in the land D and E, the Defendant was incorporated into the “private investment project on the second border line (Seyang-Seongnam Highway),” which was approved and announced by the Minister of Construction and Transportation around March 19, 2010, by the Administrator of the Seoul Regional Land Management Agency of the Ministry of Construction and Transportation, inasmuch as the said land was incorporated into the “private investment project on the second border line (Seyang-Seongnam Highway),” the Defendant should transfer the said land, which is the obstacles, to the head of the Seoul Regional Land Management Agency, by November 23, 2015, which is the date of commencement of expropriation, according to the disposition of expropriation by the Central Land Expropriation Committee.
