On July 23, 2015, at around 5:25, the Defendant, without obtaining a driver’s license, driven the “B” rocketing car from the front line of 140-21, Guro-gu Seoul Metropolitan Government, to the front line of 82, Yeongdeungpo-gu, Yeongdeungpo-gu, Seoul, to approximately 2.4km.
