On February 19, 2014, the Defendant was under the influence of alcohol of 0.084% of blood alcohol concentration at around 21:25, and the Defendant was driving CA car at a approximately KRW 500 meters section from the Dadong-gu Seoul Metropolitan Government to the front road of the Mangdong-dong in the same Gu.
