The defendant is a representative of C.

On August 21, 2015, at around 17:05, the Defendant participated in the 172-year conference for the abolition of the disability grade system and support obligation system, which was organized by the “co-act to abolish the disability grade system and support obligation system,” in the 172-Gwanmun Central Span, as the Jongno-gu Seoul Jongno-gu Seoul.

While the 450 participants in the event were carrying out the “meetings” and “cultural festivals,” the 30 participants agreed to put on the roadways under the name of “the Disabled Class System and the Support System was abolished,” and the 175 participants moved on the road from around 21:35 to 21:50 of the same day by means of creating relief such as “the abolition of support obligation” on the top of the Jongno-gu Jongno Culture Center as Seoul, Jongno-gu, Seoul.

In addition, the 30 participants occupy the two lanes from 21:45 to 22:24 of the same day in front of the 188 U.S. Embassy in Jongno-gu, Seoul, and the 50 participants occupy the lanes from 22:00 to 22:24 of the same day, and the 50 participants occupy the three lanes (four lanes) in the Seoul Jongno-gu, Jongno-gu, Seoul, Seoul, in the front of the said U.S. Embassy, and the 10 participants occupy the crosswalk from 22:05 to 22:16 of the same day.

The Defendant, along with the above participants from 21:37 to 21:44 of the same day, occupied the crosswalk (six lanes) in front of the above Sejong Culture Center, and occupied the two lanes from 22:16 to 22:24 before the above U.S. Embassy (five lanes).

Accordingly, the defendant conspired with the above participants to obstruct the traffic by land.
