Reasons

1. Basic facts

A. (1) On June 22, 2016, the Defendant requested the proposal for each video monitoring device product of seven companies, including the Plaintiff, in accordance with the two-stage competition method in the contract with multiple suppliers, while promoting the CCTV infrastructure construction project by the safety guards (hereinafter “instant project”).

(2) On June 24, 2016, the Plaintiff submitted to the Defendant a proposal to supply KRW 2,472,300 per unit price of the video monitoring device registered as a unit price of KRW 2,747,00 (the model name: STM-1019, the network of the offboard ships, including the model name: SCN-200P30DR; hereinafter referred to as “existing products”) to the Defendant.

(3) On June 29, 2016, the Defendant selected the Plaintiff as a supplier based on the results of the proposal assessment, and announced the results to the national headquarters. On June 30, 2016, the Daegu Regional Government Procurement Service notified the Plaintiff of the demand for the divisional supply of the following content:

(1) On July 1, 2016, the Defendant sent the general specifications of information and communications construction works for safety guards to the Plaintiff by e-mail around July 1, 2016.
