1. Basic facts
A. Plaintiffs 1 through 11 are the senior pastors belonging to the Defendant, and Plaintiffs 12 through 32 are the members belonging to the Defendant and the total representatives of the Defendant’s general assembly, and the Defendant is about 3,000 church meetings nationwide, which are the highest decision-making authority, and 51 local councils nationwide.
B. At the annual meeting in 2017, the Defendant’s highest decision-making body is each regional council and the Defendant’s highest decision-making body consisting of the chief and the chief, who is the representatives elected at each local council and B general meeting.

The regular examples of submitting or receiving proposals or petitions to the Council under Article 6 of the Rules of Procedure are as follows:
1. The eligibility of the proposal and petitioner shall be divided into each of the local meetings or sub-local meetings, and each of the local meetings and sub-general meetings, respectively;
Provided, That the board of directors of the maintenance foundation, the board of directors of the Cuniversity and the Trade-Related Mutual Aid Association, the public notice committee, and the policy committee for new education may make a proposal by a resolution of each meeting.
2. Any proposal or petition shall be received from the general affairs department by the time fixed.
3. The departments of general affairs shall classify agenda items received and send them to the relevant department and report them to the ordinary Council;
4. Each panel shall submit to the ordinary meeting for resolution the agenda and the panel in which a resolution is adopted.
5. Any proposal presented to the ordinary council shall be resolved by the Speaker after being asked by three pros and cons, respectively.
On May 19, 2017, the board of directors composed of the executives of the 1110th general meeting of the defendant's resolution on the recommendation for division of the local council and the division of the local council is divided into the defendant's Seoul Central Local Council and the Seocheon Local Council.
