The Defendant and B conspired to manufacture and sell nicotine liquid, etc. for electronic tobacco, such as registering business operators in disguised manner with Internet communications sellers who engage in wholesale and retail of machinery tools and alcoholic beverages without trade names.

2 Violation of the Tobacco Business Act
