1. The plaintiff's claim is dismissed.

1. Details of the disposition;
A. On May 31, 2014, the Defendant issued a new taxi transport business license (hereinafter “private taxi license”) under Article 2014-852 of the Goyang-si Public Notice of Goyang-si (hereinafter “public notice of recruitment”) in 2014, and the Plaintiff applied for the issuance of a private taxi license to the Defendant on June 27, 2014, and the main contents of the public notice of recruitment are as follows.
1. Type of business: Private taxi transport business in 2014;
2. Business area: An ancient city;
3. Number of licenses: Not less than 1 unit 1 unit 1 unit 1 unit 1 unit 14 units 14 units 18 units 14 units for the disabled persons with disabilities for new 18-type taxi buses.
4. Method of license: A license shall be granted in accordance with the rules on the priority order for issuance of a license among those who have qualifications for application for private taxi transport business under Articles 4, 5, and 6 of the Passenger Transport Service Act, Articles 18 and 19 of the Enforcement Rule of the said Act, and the regulations on the business of licensing private taxi transport
8. Priority in competition;
(a) be selected in accordance with the order of priority in issuing licenses for private taxi transport business in accordance with the Regulations on the Handling of License for Private Taxi Transport Business in Gyeyang-si;
(b) When there exists any competition in the same order, ① Persons who have many career experience in accidentless driving, and ② Elderly persons shall be selected in the order.
The accidentless driving experience includes all the driving experience of passenger transport vehicles, trucks, construction machinery, etc., and does not limit only the working experience corresponding to the order of priority. However, the driving experience of private cars, private cargo cars, or private-use construction machinery employed by others shall be added up to 1/2.
9. Recognition and addition of an official commendation;
(c) A person who has served as an exemplary driver for at least five years, and is recommended by the head of the competent police station, who is a member of the State Council: A driver without accident at a taxi company within the jurisdiction of one-year taxi based on the order of priority driving experience in the field [attached Table] shall be a driver without accident for at least ten years in addition to the year of an accident;
