3. The Defendant is a holder of a DtraXG car.

No owner of any motor vehicle shall operate any motor vehicle on a road which is not covered by mandatory insurance.

Nevertheless, around 13:40 on May 27, 2016, the Defendant operated the foregoing vehicle that was not covered by mandatory insurance on the front road of the Seocho-do, Gangwon-do.
