The defendant is a person who operates a ES in Ulsan-gu D and the third floor.

Around May 2013, the Defendant expanded and operated the foregoing private teaching institute to the second floor of the building, and the area of the private teaching institute of the second floor exceeds the area of Class II neighborhood living facilities (private teaching institutes) of the second floor in light of the current status of the building, and was requested to supplement the change of the use, etc. of the said building by October 25, 2013 from the Ulsan River Office of Education during the period of September 2013. However, the Defendant failed to supplement the said building within the said period, and was able to modify the entry in the general building register.

1. On October 22, 2013, the Defendant posted one copy of the general building register of Ulsan-gu, Ulsan-gu, Seoul Metropolitan City issued by the head of the Gu in Ulsan-gu prior to the establishment of a private teaching institute, on the part on which the “house” was entered in the “house” column for the use of the second floor of the building, the change of the change and the cause thereof are recorded in the “second class neighborhood living facilities of the second class neighborhood living facilities (private teaching institutes)” on the part on which “the change of the entry into the second class neighborhood living facilities of the second class neighborhood living facilities of the second class,” and “the change of use of the second class house of the second class housing into a neighborhood living facilities” as “the change of use into a neighborhood living facilities.” On October 18, 2013, the Defendant modified the part on the “the date on which the change in the register of the general building was made by printing the word “the name” on October 30, 2013.

For the purpose of exercising, the Defendant changed one copy of the general building ledger, which is a public document under the name of the head of the Gu in Ulsan Metropolitan City.

2. On October 24, 2013, the Defendant submitted to F one copy of the general building ledger altered pursuant to paragraph 1 at the Ulsan-gu Office of Education, Ulsan-do, U.S. Office of Education, as if it were a general building ledger duly formed.
