Punishment of the crime
1. On November 14, 2015, from around 13:30 to 16:45 of the same day, the “Korean Workers’ Competition” organized by a civil labor team in the Seoul plaza located in Jung-gu Seoul, Jung-gu, Seoul. The above assembly was a prior assembly in the field of “labor” among the people, planned by the president of the General Labor Team.

However, since participants including the defendant et al. failed to comply with the demand for voluntary dispersion, the director of the guard station in Seoul, the first dispersion order at around 17:36 on the same day, the second dispersion order at around 17:48 on the same day, the third dispersion order at around 18:01 on the same day, the fourth dispersion order at around 18:12 on the same day, and the fiveth dispersion order at around 18:55 on the same day, each of which was not immediately dissolved.
Accordingly, the defendant has jurisdiction.
