Where any personal information submitted is changed, a person subject to registration of personal information shall submit the reason and details of the change within 20 days from the date on which the ground for such change arises.

On February 17, 2013, the Defendant submitted a written notification of change of personal information to the effect that he/she registered B (B) vehicle in the name of the Defendant at the Women Protection System of the Namyang Police Station, and the said vehicle was transferred to C on March 13, 2014 and the ownership of the registered vehicle was changed.

Nevertheless, within 20 days from March 13, 2014, the Defendant did not submit the reasons and changes to the ownership of the registered vehicle to the head of the police agency having jurisdiction over the domicile within 20 days.
