The Defendants did not pay the above fines.

1. Defendant C

(b) Any person who violates the Wastes Control Act shall prepare facilities and equipment in compliance with the standards and report thereon to the Mayor/Do Governor, if he/she recycles wastes, such as animals and plants residues, into his/her own farmland by using them as composts;

Nevertheless, the Defendant, without reporting to the competent authorities at D, the aforementioned date, time, and place, used food waste as a dog that he raises by recycling it.

2. Joint criminal conduct by Defendant A and Defendant B

(a) No person who violates the Animal Protection Act shall inflict any physical pain or injury on an animal by leaving the animal neglected to the environment, such as cruel treatment or cruel treatment, unless there is an inevitable reason, such as the habitation or breeding environment of the animal;

Nevertheless, the Defendants, from around 2012 to July 3, 2018, set up 50 maws by installing 8 maws in Gyeonggi-si F from around 2012 to raising 50 maws, provide the dogs with upper limit food, and a dog with disease.
